An Army veteran who grew up around grifters and crooks, Jason runs work for local drug traffickers in the Leonida Keys while telling himself it's temporary. Rockstar's official framing is a man one break away from out — and meeting Lucia, per his own bio, "could be the best or worst thing to ever happen to him." Our read: he already knows which one he's hoping for.
Co-protagonist · The series' first modern-era female lead.
Lucia learned to fight from her father in Liberty City and landed in Leonida Penitentiary for "fighting for her family" — Rockstar's words, details deliberately withheld. Released by what the official bio calls sheer luck, she's done gambling on anyone but herself. The trailers frame her as the plan's engine: Jason drives, Lucia decides.

A seasoned heister always recruiting — officially described as hunting adaptable talent for high-stakes scores. If Leonida has a heist economy, Raul is its head of hiring.
Old-school smuggler
A drug runner from the Keys' golden age of smuggling, letting Jason live rent-free at one of his properties — a favor with interest, obviously. Every Vice story needs its crooked uncle figure.
